Benton County is requesting Statements of Qualifications & Proposal from professional security firms with expertise in security guard services for the Benton County Justice Center in Kennewick, Washington & Benton County Courthouse in Prosser, Washington. The new Contract will begin July 1, 2022.

BASIC SCOPE OF WORK – Detailed Scope of Work is provided in Exhibit A.

Benton County is requesting proposals to provide security guard services for and around the Benton County Justice Center and the Benton County Courthouse, pursuant to this Request for Qualifications and Proposal and any attachments herein. Bidders are encouraged to submit qualifications and proposal for the services described herein. The services requested involve the provision of unarmed security patrol and security guard services for the following buildings:

Benton County Justice Center

7122 W. Okanogan Pl.; Bldg. A

Kennewick, WA 99336

Benton County Courthouse

620 Market Street

Prosser, WA 99350

Benton County Justice Center*

Four (4) security guards are required to be on duty for the operation of the Court Security Screening Stations (as described in the attached draft contract) during the hours of operation:

Monday – Friday: 7:00 am to 5:30 pm

One security guard will report at 7:00 am, to perform opening duties, and stay until 3:30 pm. Two security guards will report at 7:30 am and will stay until 4:00 pm. One security guard will report at 9:00 am and stay until 5:30 pm or the close of court, whichever is later, to perform closing duties. All guards will have 30-minute lunches.

Benton County Courthouse (Prosser)*

One (1) security guard is required to be on duty for the operation of the Court Security Screening Station during the following hours of operation:

Tuesday: 8:00 am to 4:00 pm

Screening station crew of one guard will begin at 8:00 am at the entrance to the courtroom located on the 3rd floor and remain on duty until 4:00 pm or the close of court, whichever is later, at which time the courtroom entrance will be secured.

Thursday: 8:00 am to 4:00 pm

*Schedule may change at the sole discretion of the County.

Days of Operation

The Bidder awarded the Contract shall provide services on all normal business days of the County, except as noted above at the Benton County Courthouse location.

Standard Company Uniform

The proposed hourly rate will include the cost to provide Bidder's employees, agents, representatives, and subcontractors with Bidder's standard company issue uniforms, which is to be worn at all times. The uniform of the security guard contractor shall include a badge or other emblem designating the person as a security officer and will be subject to the County's approval.

One (1) PDF format file with "Request for Qualifications & Proposal – Benton County Security Guard Services " in the subject line shall be emailed to: Risk@co.benton.wa.us

All proposals will be received no later than 3:00 pm Pacific Standard Time on Friday, May 6, 2022. Proposals received after the time and date specified above will not be considered. Due to issues inherent to emailing attachments and firewall safeguards, it is highly recommended that you request a message read receipt for your submittal and/or contact the Purchasing Department at 509-736-3082 to confirm receipt of your proposal. The County will not be responsible for submittals that are not received due to email transmittal or the firewall.
